Court Registration Blocks
A court can place a block on registration for failure to appear.
Reinstatement Requirements
In order to release the block, the court requirements will need satisfied. The court will forward a release to the Ohio Bureau of Motor Vehicles (BMV) electronically.
Drivers with Excessive Tickets Excluded from Registration (DETER)
The registrar of the Ohio Bureau of Motor Vehicles (BMV) has the authority to block a motor vehicle registration for failure to pay a single non-criminal disability parking violation judgment or three parking violations.
To remove the registration block and complete any vehicle registration activities, all outstanding judgments must be paid in full. In addition, a $5.00 BMV fee per judgment is required.
The BMV will remove a vehicle registration block and permit vehicle registration activity when:
- Judgments are satisfied and staus changes are received from all involved Traffic Violation and Parking Violation Bureaus (TVB/PVB)
- Note: Payments are NOT ACCEPTED by the Bureau of Motor Vehicles or deputy registrars.

Turnpike Blocks
Senate Bill 162 passed the 134th General Assembly in 2022. The bill provides the Ohio Turnpike and Infrastructure Commission (OTIC) the ability to place a Turnpike (TP) vehicle registration block on customers who fail to pay Turnpike tolls. Customers must contact the Ohio Attorney General's Office for payment options. OTIC will forward a release to the Bureau of Motor Vehicles (BMV) electronically.
