Out of State Transfer with Existing Hazardous Material Endorsement Security Threat Assessment Completed In Prior State: Security Threat Assessments are valid for five (5) years from the date completed through the Transportation Security Administration (TSA). The Ohio Bureau of Motor Vehicles will accept your Security Threat Assessment that was completed in your previous state as long as it remains valid one (1) full year from the date of your next birthday. The commercial driver license (CDL) issued will expire on the CDL holder's birthday, in the year the Security Threat Assessment expires, up to a four (4) year expiration date. No Security Threat Assessment Completed: An Ohio CDL cannot be issued with the hazardous material endorsement if he/she has not successfully completed the required Security Threat Assessment. If the Security Threat Assessment has not been completed, the CDL holder can still convert to an Ohio CDL, but must drop the Hazmat endorsement. An application must be completed prior to arriving at a TSA agency for fingerprint collection.
