Used Motor Vehicle Dealer Image

Dealer primarily engaged in the business of selling used motor vehicles.

Physical Requirements:
  • Must have an established place of business that is used exclusively for the purpose of dealing in motor vehicles.

  • The proposed location must be easily accessible from a public roadway and identified as a motor vehicle dealership.

  • The display lot must be separated from any other business or residence with a permanent physical barrier, that is sufficient to deter normal vehicular and pedestrian traffic. The barrier must not be able to be removed.

  • Must have a lot of at least 3,500 square feet, not including driveways, with adequate ground cover of a hard surface (gravel, concrete, etc.) to prevent the collection of dust, mud, water, or other unsightly conditions.

  • Must have a permanent office of at least 180 square feet, of usable office area, located on the display lot, which shall be kept in a neat and orderly fashion. The office must include a desk, three chairs, filing cabinets, a telephone in service at all times, listed and answered in the dealership's name, and lighting and heat sufficient for an office.

  • The office shall not be used for storage or other utility area.

  • A permanent sign showing the exact name of the business, including any registered trade names, prominently displayed and properly maintained. Letters on the sign must be a least six inches high.

  • Business hours must be prominently displayed. The business must be opened and attended during the posted business hours, by an owner, partner, president of the corporation, member of a limited liability company, trustee of a business trust, or a licensed salesperson.

Application Requirements:
  • Form BMV 4320 PDF Icon Image - application must be completed and notarized.

  • Financial statement information, indicating a net worth of at least $10,000.

  • Photographs of the lot, sign, and office at the business location.

  • BMV Form 4452  PDF Icon Image (Instructions Only) - Civilian Identification Card must be completed by the applicant's local police department and the waiver must be signed by the applicant. The civilian identification card will be forwarded to the Bureau of Criminal Investigation & Identification for a state-wide record check.  Acceptable fingerprint card(s) may be obtained only by contacting the Dealer Licensing Section at (614) 752-7634.

    *Fingerprinting option: In lieu of submitting a fingerprint card and $15.00 fee you may elect to visit one of the Bureau of Motor Vehicles Regional Service Centers, National Background Check, Incorporated or Secure Check, Incorporated facilities and have your prints electronically scanned.

License Eligibility:

Any felony conviction or any misdemeanor conviction related to dealing in motor vehicles is reason for the Bureau of Motor Vehicles to DENY the application.

Dealers are required to purchase at least one dealer plate.

Inspections:

An on-site inspection of the premises will be conducted by a BMV investigator to determine if the location meets all physical requirements. Once a license is issued, the dealership is subject to random inspections, including pertinent records, to confirm that compliance is being maintained.
