Any person engaged wholly or in part in the business of auctioning of motor vehicles.

Physical Requirements:
  • Must have an established place of business that is permanently and physically separated from a home, or personal residence, a motor vehicle dealership or pool, or a salvage motor vehicle auction.

  • An office area that is permanent in nature. The office shall be neat and orderly and must include a telephone in service at all times used at the auction facility's office, electric lighting, and heating.

  • At least one area, under permanent roof, large enough that motor vehicles may be moved through, and where such motor vehicles may be offered at auction.

  • Must have a permanent sign in the exact name of the business as it appears on the application, with letters of at least six inches high. The business sign shall be prominently displayed, properly maintained and permanent.

  • The office and auction shall be clearly identified, easily accessible, and open for business during business hours. It shall be open to the general public ONLY when a public auction of repossessed motor vehicles is being conducted.

Application Requirements:
  • Form BMV 4325 PDF Icon Image - application must be completed and notarized.

  • Photograph of the business location and sign.

  • BMV Form 4452 PDF Icon Image (Instructions Only) - Civilian Identification Card must be completed by the applicant's local police department and the waiver must be signed by the applicant. The civilian identification card will be forwarded to the Bureau of Criminal Investigation & Identification for a state-wide record check.  Acceptable fingerprint card(s) may be obtained only by contacting the Dealer Licensing Section at (614) 752-7634.

    *Fingerprinting option: In lieu of submitting a fingerprint card and $15.00 fee you may elect to visit one of the Bureau of Motor Vehicles Regional Service Centers, National Background Check, Incorporated or Secure Check, Incorporated facilities and have your prints electronically scanned.

License Eligibility:

Any felony conviction or any misdemeanor conviction related to dealing in motor vehicles is reason for the Bureau of Motor Vehicles to DENY the application.

Plate Eligibility:

You may apply for In-Transit license plates to be used in conjunction with your auction business. These license plates may only be used on motor vehicles being transported from any individual, firm, or corporation to any point of destination.

Inspections:

An on-site inspection of the premises will be conducted by a BMV investigator to determine if the location meets all physical requirements. Once a license is issued, the dealership is subject to random inspections, including pertinent records, to confirm that compliance is being maintained.
