BMV Study Group
On April 1, 2009, Ohio Governor Ted Strickland signed into law House Bill 2, the transportation bill for fiscal years 2010 and 2011. Included within the bill were provisions for the creation of a group to conduct a study and make recommendations to improve Ohio Bureau of Motor Vehicles (BMV) services related to vehicle registration, license and identification card issuance, and vehicle title issuance.
The Ohio BMV Study Group, whose members represent various stakeholder groups, shall issue a report of recommendations to the Governor and the leadership of the General Assembly no later than December 31, 2009. Upon issuing its report, the study group shall cease to exist.
The mission of the BMV Study Group is to conduct a study and make recommendations by December 31, 2009, to improve services related to vehicle registrations, driver's license and identification card issuance, and vehicle title issuance. In doing so, the study group shall accomplish the following:

Evaluate ways to improve the efficient delivery of services.

Examine existing statutory authority governing the supporting processes & infrastructure systems and analyze methods to improve such processes and systems.

Review demographic data, conduct a financial assessment of existing procedures, and identify additional services that may be provided.

Evaluate issues related to Clerks of Courts of Common Please acting as deputy registrars, including the overall impact on service to the public and the economic effects for both the Clerks of Courts and deputy registrars.

Review current business methods and identify new technology that may improve processes and procedures.

Examine ways to expand consumer protection under Ohio’s Title Defect Rescission Fund for all retail motor vehicle transactions.
